About this track

The Philippines is being positioned inside a major U.S.-led push to secure the industries powering AI, semiconductors and advanced technology. PGMN anchor Jourdan Sebastian says the bigger question is what Filipinos ultimately gain from putting the country’s land, resources and strategic position on the table. The country joined Pax Silica in April 2026 as plans advanced for a proposed 4,000-acre industrial hub in New Clark City. The initiative seeks to strengthen supply chains involving semiconductors, critical minerals, advanced manufacturing, computing and data infrastructure. Philippine and U.S. officials have promoted it as a potential source of high-quality jobs, investment and stronger industrial competitiveness. Sebastian argues that those promises should come with closer scrutiny. He raises questions over the project’s environmental impact, possible security implications and the terms attached to such a large strategic undertaking. He also argues that the Philippines should use its leverage to secure more than investment alone. If the country is providing valuable land, mineral resources and geographic access to industries Washington considers strategically important, Filipinos should have a meaningful stake in the technology, skilled jobs, industrial growth and wealth those assets help create.
